I have OA of the knee which prevents me from straightening my leg all the way. The muscles in the back of my leg are really tight and painful but how do I stretch them out when I can’t straighten my leg all of the way??? Any ideas?

You could try standing on you tip toes. Also try sitting and flexing you foot ( as if you your pressing on the gas pedal of a car).
